That article is a bit misleading. ConnDOT did not say state law prevented a bike path, it said that state law prevented a bike path that was not separated from the highway. I believe the proponents were suggesting a sidewalk along the highway.

ConnDOT built a bike path on the Sikorsky Bridge 10 years ago so they are not newly embracing bike paths. The problem on the Putnam Bridge is the existing foundations and bridge structure can not accomodate a full width bike path and the barrier needed to separate it from the highway. That is why the bile path will be narrower. The bridge is not being replaced, it is only being rehabbed.

Also a problem is going to be building the connection to the bridge bike path. On the Glastonbury side it is over a mile from the bridge to the nearest road. And most of that is through Connecticut River flood plain, so it is not going to be easy or cheap to build. Jay
