Nimby is probably at the top of the list. That's enough..... Thinking the costs to build in today's market are probably too high as well.
Well here's the weird thing. In Mass it's actually banned under state law for the expansion. Current ones can still operate. Technically I could argue if you can establish one you could probably link it up communities in Mass to get more customers. If it can be allowed across state lines...the other nice thing about muni electrics is they often recycle the funds into other things like broadband access, phone and tv services. The upfront costs might be high but it's a win for everyone really.
