Smoking Cessation programs are part of the Master Settlement Agreement: Summary of the Attorneys General Master Tobacco Settlement Agreement.

Perhaps you should research the terms of the MSA before you accuse the OP of seeking a "handout".....

I know many people who have had success with the book "Easyway to Quit Smoking" by Allen Carr. The book has been around for ages and I am sure you would be able to check it out for free by using a public library. Good luck!
