If Derby isn't a must, there are a couple of adult(55+) complexes, Asbury Village in Shelton and Oronoque Village in Stratford that could be options also.
There are a few 2 br units available here at orangewood in her budget range i believe. Here is one.

Yes, I actually replaced every window and sliders too........however my bills were only slightly higher before I replaced them. These units are built very well and are nicely insulated.
I have a new house that's double the size of the condo and has gas heat. The highest bill this winter for gas: $92.

i met with some people for a research project back in 1989 at a house on Hawthorne Ave in Derby, next block up the hill from Main Street. I thought it(the area between the house and Routes 8/34) had an offhand charm that you don't see here in NY. Is Hawthorne Ave a good area? has it changed since 1989?

Unless you want to spend all day/night talking about HS football from the 50s-90s, stay the hell out of Derby.....it is NOT a progressive place at all and the HS graduated I think 62 kids last year (after being 154 in the 70s when I graduated)....if you are looking for a small apt/condo in the area try off the Post Rd (US 1) in Orange or Milford or even the Westville section of New Haven...or up in the Hills of Shelton. And yes the crime is getting worse there no matter how you twist the numbers.

LOL. That used to be my complain about Seymour, but they have overcome that (enough people have, at least). The problem with Derby is it's full of empty nesters and young families who move for the cheap houses but send their kids to private schools. It takes forever to pass an education budget (still not sure if they've passed one in the last ten years).
