The entrance onto Rt 9 near the bridge grades downward. It would seem that an overpass could be engineered to take advantage of the natural slope without too much disruption to the area around it. The entrance near the court could be changed to an exit only with an improvement to the entrance ramp on the other side near Harbor Park. It is ridiculous that these lights exist. During heavy traffic times the southbound side can be backed up for 2 or 3 miles.

Sorry but I believe the entire section of Route 9 through downtown Middletown and the North End is fairly flat along the Connecticut River. Bleieve me if this was easy it would have been done years ago. Jay
