I got a new job in Simsbury and will be moving there in mid of May with my wife.
My budget is between $900 to $1300.
As my wife is non-working my priority will be to have an apartment in a area that is safe, has easy accessibility and is kinda lively.
I have looked into 600 apartments, Ramblestones and Wedgewood but if someone can suggest few more it will be great. I am open to areas near Simsbury and Bloomfield.
Simsbury and Bloomfield are two communities that are nearly polar opposites. Do you have a preference for the type of area that you are in?
It depends on where you are in Bloomfield. They're polar opposites in terms of demographics, but some of Bloomfield can be as expensive. A lot of the homes closer to there, Avon and WH are costly. There's an apartment complex on Route 189 in Bloomfield called Hawthorne Apartments. These aren't cheap, but they're nice and this would be a pretty short commute to Simsbury. Having said that, if the OP is looking in Bloomfield, the area south of Route 218 and east of 187 (Blue Hills Ave) is not the safest area since it abuts the Blue Hills neighborhood in Hartford and this area can be rough. There's definitely an urban feel here that you don't see in the rest of town or Simsbury, and it's not a desireable area. It's the only part of town I would avoid.

I would prefer area with asian community. So it doesn't matter if it is in simsbury or bloomfield.
Neither of these towns has a sizeable Asian community. Bloomfield is about 60% black and Simsbury is over 90% white. Either town would be happy to have you, but the Asian presence is very small. These don't have large Asian populations, but West Hartford does, and there's a greater number of apartments there as well. If you don't mind a bit of a longer commute, it might be worth a look.
If you are looking for a South Asian community, there is some presence in West Hartford, along Farmington Avenue, with an Indian food store on Farmington Avenue east of S. Quaker St. If you're looking for East Asian, there is an entire plaza of mostly East Asian stores in the southeast section of West Hartford, along New Britain Ave, by the border with Hartford.
Will you have a car to commute to work? If not, then you're really limited to looking along bus lines that go to your place of work.
