Within a reasonable commuting distance, Cheshire probably best fits your criteria. It also has a sizable Asian Indian population. There is a rental listing (<$1400/mo) with 2 bed & 1.5 bath

It is, however, considerably cheaper than comparable rentals-- I am not sure if that attests to the quality of the apartment.

You may want to consider Rocky Hill (~25-30 min from Cheshire), which has one of the largest Asian Indian populations in the state, along with good public schools and some affordable rentals. Still, it will be fairly difficult to find 2 bed/bath rentals for less than $1400/mo in any decent CT suburb.

That all depends on the OP's tolerance for a commute. It is only about 35 minutes with very little traffic. Many people do worse. It does have a lot of rentals, good schools, and public transportation to New Haven - which the OP mentioned. It also has a decently high Asian population by CT standards, although it doesn't specify Indian - I can say that I know a few Indian families that live nearby.

There are also some Hartford area towns that might work too, despite being ~30 minutes from Cheshire.
