In CT you cant discriminate based on income but there are things that you can include in the requirements of the lease. Require a certain credit score, large deposit, etc..

Isn't the simple fact that her voucher doesn't cover what you want, enough to disqualify her?

Side payments are considered fraud and could get both you and the tenant in trouble. Plus, you cannot legally enforce the lease above the amount the Housing Authority approves. If the Housing Authority approves 1350, and she promises 1500, she can be delinquent on that $150 every month and she will never be legally responsible for paying it. So she can "promise" but she has no reason to keep that promise.

There are two separate issues here. This lady is planning on committing fraud. She also has section 8. This one lady's fraud is no reason to reject any section 8.
