Just to clarify this, This is not just an agreement that Connecticut has with the Feds. Back in the late 50’s when Congress established the interstate highway program, they declared them to be toll free. The Feds would provide a significant amount of money toward construction and a set amount each year toward maintenance. That money comes from the Federal Highway Trust Fund which is funded by federal taxes on gas. This resulted in the massive network of interstate highways that crisscross our nation today.

At the time of enactment however a number of states already had operating expressways that served a similar purpose. These included highway like the Connecticut Turnpike, the Massachusetts Turnpike, the New York State Thurway, the New Jersey Turnpike among others. These highway were built with tolls to fund them and rather than remove tolls or construct separate interstates the Feds allowed those highways to be designated interstates but they are given reduced funds for them. Back in the 80’s when Connecticut decided to do away with tolls on I-95, it allowed the state to get more Federal money for rebuilding and maintaining it. A number of years ago FHWA realized that funding highways with only gas taxes was no longer sustainable since gas use was going down and raising the gas tax was very unpopular with politicians. They then implemented a pilot program that would allow tolls on interstates on certain highways to help pay for major improvements. Connecticut applied for that program and was approved to use it for improving I-95 fromNew Haven to New York and I-84 west of Hartford. Since Connecticut eliminated tolls it no longer has the structure to collect them. It is now up to the state legislature to do something to support that but they have been slow to move on it. Jay

These increases have been known about for a while now. The state needs to pay for the new M8 trains on Metro North. On top of this, the Special Transportation Fund is going to be out of money in a couple of years if lawmakers don't address it soon. The fund provides state money for all transportation needs and the taxes for it have not been increased in decades now. Your move Connecticut State Legislature. Jay

State should do better reducing the request.

Achieve savings by reducing back office Metro North staffing, not folks on trains or other forms of transportation.

We need to end the Ct knee jerk reaction to constantly seek more state "revenue" and avoiding any serious attempts at "cost control".

New and improve New Haven-Hartford-Springfield, MA line start in May-June 2018

"In the other direction, the first train from New Haven leaves at 4:55 a.m. and arrives in Hartford at 5:39 a.m. The next train to Hartford leaves at 7:20 a.m. and arrives at 8:06 a.m."

"The earliest train from Hartford to New Haven arrives in Hartford at 6:31 a.m. and will be in New Haven at 7:20 a.m., according to the schedule."

Enfield, North Haven, West Hartford and Newington will be added in future it is proposed as now it depends on state future transportation budget

Hartford line will start off with Amtrak railcars then newer version in coming years possible MTA modified version of M8 or similar
