hi Friends,
This may have been answered before in some forum. Not sure.
I moved from Hartford to Cheshire last November (Mid Nov 2014) where the mill rate is less than half of Hartford.
I understand that as per the grand list of October, i would initially get car tax bill for Hartford. Now I already paid higher taxes with hartford mill rates in January 2015. I got another car tax bill this July which calculates my 2 installments for July 2015 and Jan 2016 on the basis of Hartford Mill rate.
I have paid my July installment..but should'nt I be taxed with Cheshire mill rate for Jan 2016?
The difference in car tax is more than double !!
May be I am getting confused how it works..

2015 car taxes come off of the October 2014 grand list. So,wherever your car is registered as of October 31, 2014 is where you owe 2015 taxes.

The installment for January 2016 is for your 2015 taxes. Some towns allow two payments, some allow one.

I kept forgetting to change my registration when I moved to Norwalk and ended up a higher mill rate for my old town, too. You just pay it...unfortunately.

But I have heard there is also a supplemental list created On Nov 1 and Dec 1.... may be that is for only newly registered vehicles in state.
So one should buy a house in a town with lower mill rate before October 1 and in a town with higher mill rate after October 1 !!

Trust me, I've moved so much and always forget to change my registration. And yes, the supplemental list is for new cars.

By October 31st, not October 1st. Then you are good.
