I am a new resident in Farmington CT. I live in condo and there has been noise from next door.
A couple of times every week, woofer base speaker sounds from his basement.
Maybe they are watching movie or music...I am not sure what is the source of noise but vibration noise..about.for 2 hours...
Maybe they think it couldnt bother me as they are in their basement...but actually it bothers my family.
They must have surround dolby audio system in the basement.

What should I do? What can I do?
I just moved here last month....so I dont want to move out...

Should I tell them about the noise?
Directly face to face? Or indirectly like through builder' agent? Or HOA?
OR, just tolerate it and increase my TV volume whenever I hear the woofer speaker vibrating noise?

Talk to them first…in a nice way. Say You're sorry if you are coming across as a pain but can they turn down their subwoofer, as it shakes your wall… don't be rude about it because they'll get defensive and make your life hell. You can always say "Was just wondering…do you guys hear loud bass at such and such time? It's aggravating and I'm not sure who it is…" see if that does it..

If they don't change it then talk to the HOA… but definitely start with a friendly, neighborly discussion...

If you do talk with them, and they mention that the speaker is on the wall (or against it or at it) you could suggest to them that they simply move it 2 inches away from the wall, and put a piece of carpet or insulator padding on the back of it. It won't eliminate the volume but it'll eliminate the vibrations to your room.

Without asking my neighbor guy, how can I find where and what kind of noise it is?
As i suspect, really comes from his basement? Or maybe same first floor. Family room?
What is the source? Music? Movie? Just TV?
