What exactly changed within the state that prompted such a large increase?

Yeah, take the stats back a few years and it's not really a regular trend or anything:

2015: 6,263,380,026.36
2014: 5,938,613,695.12
2013: 5,625,990,735.02
2012: 5,806,433,503.64
2011: 5,746,674,865.72
2010: 5,586,016,745.34

I know it's pretty common for contract negotiations to hold up raises while people are not working under a contract, and then have the whole multi-year raise given in the first year of the new contract.
