As mentioned between 10PM and 9am is best but check reports of construction before going. I was once stuck on 95 on the NY CT border for 2 hours at midnight due to construction on a Thursday night.

In the afternoons (post 2 PM): Coming from NYC, we always get stuck in the Bronx near Co-op City, then some slow downs in Westchester. Crossing into CT is always a crapshoot with delays around Stamford for sure.

Early AM travel is best for sure.

95 is soo bad that any little thing like a tire-changer can upset the fragile apple cart but a good rule of thumb when heading NORTH on 95 is get going early! The earlier the better and be OFF the road by 12 noon. That is a rule that has worked well for me. Sometimes there is night time construction which can really catch you by surprise. Last Friday afternoon 95 was actually completely stopped between exits 9 and 10 in both directions, completely stopped! But that was the worst travel day of the year or one of them! Good Luck. Also the new rest areas are really nice!

After 9 PM. You get rid of most of the commuter traffic and if they are doing construction it doesn't usually start until 10 or later. DON'T travel during the day, even the midday weekday afternoon's have been pretty terrible lately.

There is no commuter traffic on the weekends.
Leaving early am on a Saturday shouldn't be a problem on 95, maybe as you get closer to the Cape.
Returning Sunday late afternoon/night will be a nightmare from the RI border to New Haven, particularly the two lane areas.

It's not commuter traffic, but there is some insane congestion all along 95 in CT on Saturday mornings. If they aren't through CT by 8-9 am on Saturday morning, they'll be in for some serious traffic.

When planning to drive on 95 be really careful with your timing. Last night wanted to head down the highway and made the mistake of leaving close to 9pm. This is when construction starts and on both sides of Stamford they were bringing it down to 1 or two lanes by Exit 9 SB and exit 6 NB was a horror show for anyone caught in it. Go on the DOT website and check first or just be over the road between 9pm and 1am when that crap happens.
