I got my permit over 10 years ago when I lived in Wallingford. Are they now requiring character references? Back then that was not a requirement but maybe things have changed now.
Character references are against the law to require in CT. If your local PD has it on their forms there's no need to fill it out. They absolutely cannot make you. I moved here from out of state, that would have been a huge infringement on my rights.

Yes last year in New Fairfield I needed them. I thought it was 2 but someone above commented 3. My friend in Sherman, however, did need any and she took the class the same day as me and she put her application in around the same time. Made no sense to me, but that's how it went ...

For real??? Wow. I most certainly was asked to submit them with the application I got from the New Fairfield PD; my friend from Sherman did not have to. We both applied around the same time -- March of this year. Now it makes sense if it's not an actual requirement. I guess Sherman PD goes by the letter of the law and New Fairfield tries to squeeze more out if you, so long as you don't fight it.

But it's a State Permit, issued by the State of CT, not the individual towns. The requirements should be the same for all CT residents irrespective of which town you live. I call BS lol
Correct. And I did not provide it, nor did my wife who is CT native. They can ask, but individual PDs have no power to mandate. If you got denied based on no character references, you'd be issued a license the second your lawyer calls.
I love the question "why are you applying for license"? Like someone is gonna write "to murder some fools" on it or something. My wife just wrote 'Merica' for her answer lol. It's a joke.
After giving it more thought I bet the difference in application requirements between my town and Sherman's has to do with the fact that Sherman is 100% a Resident State Trooper town with no town police officers of their own, and so the only application the State trooper's office can hand out is the actual/legit State of CT application; Whereas my town, while it does participate in the State Trooper program, also has about 5 New Fairfield town officers, and it was the town's decision to modify the state application. That's just wrong...
Reference letters are not mandatory but a town may try to strong arm you into thinking they are. Reread the language on the Southington .pdf "....may accompany the application".
