Might be a dumb question but is that normally how it works ? I've noticed the last couple years, while nice to look at, the foliage in CT didn't seem to be as bright as years past. But we also went through droughts months before the leaf changing season especially in 2016. So because it's rained A LOT more this year will we see more and vibrant colors ?

just my amateur guess, but fewer leaves might drop this year (before turning) since drought caused early leaf drop. Leaves need cold nights to start the color change: years ago Colmbus Day weekend was peak color, now it is a little later. Even in a bad year, you will find pockets of color in protected areas where wind doesn't bow the leaves off the trees. I photographed foliage for years in New England.

I hope you find good fall color.

I think the last time I saw a nice vibrant colors was in 2013.

In my area, gypsy moth damage has thinned the foliage out so much that, even if the leaves were their most vibrant, it would be underwhelming.
