Hello-

Since moving to Connecticut in January, dealing with the CT Department of Motor Vehicles has been nothing short of hellish. Nothing at all like my experience with the MA Registry of Motor Vehicles.

To register your car, you are required to produce a bill of sale (form H-31). This requires a signature from the seller of the car. My problem is that I purchased the car years ago from out of state and have no way of reaching the seller. Yet. Assuming I can track him down, who is to say that he will sign an official form and return it to me? What would be in it for him?

I called the CT DMV today (yes, you can speak to them if you call on the right days) and they advised me to complete an ownership affidavit (form H-115). They then said to mail a letter to the last known address of the seller (which I have). BUT even after all this, success was not at all a given.

My question: I can't be the only person who has experienced this issue. Any City Data users have advice on how to handle? (I'm not interested in forgery so let's not go there.)
