He took office when the economy was close to rock bottom and it improved a lot while he was governor. So I wouldn't say it wasn't easy to improve the state's fiscal condition. It would have improved on its own due to the economy. If he had left office with the state's fiscal condition as bad as it was when he took office, that would have meant he screwed up royally.

Yes, that was the only reason I got very tiny ($100 or so) refunds on my state income tax. After I retired, with no tax deducted from my Social Security or pension, and that credit reduced, I paid $1300 state income tax my last year I filed in Ct.
