I am a downhill skier but I think that I can offer some advice. I believe golf courses frown upon cross country skiers because of liability and possible course damage issues. Many courses are privately owned so you will need to get their approval to use their property. There may be a policy at public courses to allow skiers during the winter. Again check with the course or town for that information.
My inlaws are cross country skiers and they go to Stratten Brook State Forest in Simsbury to ski. They love it. Jay
