I see an opportunity for a house that's currently zoned as a single family house but setup as a 2 family house (1st and 2nd floor). Each floor even has it's own deck.

What's the process to make it legal and what are the costs involved?

Also, does that raise property taxes?

That would depend on the zoning laws of the town where the house is. Some zoning ordinances prohibit 2 family homes. There is a chance for a grandfathered exemption but only if the situation is currently legal.

You either have to give details, including the section of the town (because towns are not generally 1 zone but a myriad, especialy in older towns, like you find in CT) or you have to contact your town zoning commission or building inspector.

We looked at foreclosure in this situation and were told,later,that it would have to be restored to one family,could be very expensive.

Like JDHall said, talk to the town's building and zoning department. It may have to go through zoning approval, which would mean a public forum. If it's in an area that's all single family homes it would probably not be looked upon favorably based on the precedent it would set.
