This is true, but at the same time, it's not exactly like Houston has an efficient commuter rail system complementing their two-way highway that leads them into the largest business district in America (the Metro North from Connecticut into Manhattan / NYC). Houston is a somewhat newer, sprawling sunbelt city that was built completely differently than any East Coast cities or a Chicago type of city (which is where I'm from). Thus, they probably need their massive highways.

Uh, those rail systems didn't just grow from a tree, I think they were more short-sighted than just "needing" the roads. That said, I have a feeling that if New York City were first developing today, it's infrastructure would be more like Houston than that of Chicago, Boston, Philly, etc. since it would probably take decades for all those subways to get built, especially with all the tunnels under waterways needed. To it's chagrin if that happened, but that's what would've happened nonetheless.
