I was wondering, what is the process of creating a new municipality(town/city/borough/county) in Connecticut? what are the requirements I would have to meat, what is the level of public approval it would have to meat, ect...

I think that may be a bit hard to do in New England. You may want to try doing that in Arizona.

All of Connecticut is divided into incorporated towns, so you are talking about splitting a portion of an established town into a new independent town. You would need the support of the majority of the residents and the local politicains. Not sure what else is needed. Maybe an attorney specializing in town law. Jay

What sort of name would this municipality have?

Editing to say I see the OP is from Black Rock, are you hoping to make Black Rock a "town/city/borough/county"?

Is this like the "kingdom" thing when a few residents of Amston decided to to pull away from Hebron and rename themselves "kingdom"?? Hopefully you would come up with a better name. Also, its "meet" not "meat". You may want to work on that if you are going to file formal paperwork. Issues that I recall coming to surface with the Amston/Hebron debacle.....

Schools??
Jay is correct, majority would need to rule as far as residents go
State approvals - I beleive the state would have to recognize the need for a seperate municipality.

The last time this happened in Connecticut was when West Haven separated itself from Orange, which I believe was in 1919.

I did a little research some years back of the circumstances back in 1870 when Black Rock was taken from Fairfield and added to Bridgeport (all from the old [u]Bridgeport Standard[u] on microfilm). A bill was put through the state legislature authorizing a plebiscite of the people in the affected area (back at that time progressive Bridgeport had well-maintained roads, public water, and a police and fire department, all of which were lacking in the rural backwoods town of Fairfield). Fairfield voters were also required to approve the measure, a step that appears to have been overlooked.

It may be that the transfer of this territory from one municipality to the other was therefore done illegally. It would be interesting to explore this in greater depth, and to ascertain whether there is a statute of limitations for a miscarriage of justice of this magnitude.
