Noticed this very definite lag on ALL CBS programs this AM. The voice precedes the lips movement and its so distracting. Any way to fix this or is it the network's problem???

If you have cable, the problem is likely in the cable provider feed.

If you have an antenna and can receive the station directly, you can test whether the problem exists on the station's end. If it doesn't happen when watching via antenna, the problem is in the cable feed.

I have OTA stations and think that I have the same problem once and a while.
I thought I was just imagining it, but since somebody else mentioned it,
I am sure it does happen, but not all the time.
Often it is obnoxious.

I also watch Netflix (via laptop connected to HD TV) and it never does happen then ...
