Instead of worrying about high quality video, just have audio and tell them to look at the camera and smile as you will be taking their picture. Odds are that if they don't want their photo taken they will leave. They don't know how good or bad the photo will be.

Over half of surveillance in any scenario is about a good bluff.

With a swannview system would be pretty nice. It may be slightly over what you want to pay. You can mount the camera outside. Right now I have the entire house covered, inside and out with mine. 8 cameras total and stored on DVD.
