Members of the Tennessee Higher Education Commission voted today to approve capital projects recommendations for the upcoming fiscal year, and Tennessee Tech’s new $55 million engineering building topped the list.

According to data from the U.S. Department of Education, each year Tech awards nearly a quarter of all the engineering and computer science degrees from Tennessee’s nine public universities.

The proposed 100,000-square-foot engineering building is a student-centered, interdisciplinary space used by all departments in the College of Engineering, which comprises more than 25% of Tech’s students.

Over that last 10 years, enrollment in the College of Engineering has grown 52%, which has resulted in a space shortage that this building will help alleviate and give room to meet projected growth.

The Governor's FY 2020-21 budget includes state funding for Tech's planned engineering building. Total budget is a little over $51 million made up of mostly state funds with Tech's local match of approximately $8 million.

Legislature must approve, but that's likely only a formality.

The Governor's amended budget has removed all Capital Outlay for FY 20-21; therefore, this project will not go forward as initially planned. The amended budget will have to receive approval from the Legislature, but it appears that this legislative session will be fast tracked for early dismissal due to the Coronavirus pandemic.

A wise move. And just in time, too, as this was already put out for bid, or I guess the preliminary engineering work was ($45 million).

Tennessee Tech unveiled initial designs for its new engineering building at the September meeting of the Board of Trustees.

Even though construction funding for the project was delayed as the State of Tennessee revised its 2020-2021 budget, Tech had received more than $3 million from the state in a previous fiscal year to begin planning. The building, with an estimated $57 million cost, remains the top priority for higher education construction projects, according to the Tennessee Higher Education Commission.

The new facility will be a fusion of innovation with the historic style of campus buildings, according to architect Gary Askew, featuring something for all of Tech’s engineering disciplines to promote cross-disciplinary functions throughout the buildings.

Along with the main building, there will be a student lab building for groups like Tech’s championship Baja SAE team and the award-winning Formula SAE team.

The project will also feature a new water feature, dubbed Sherlock Lake, which will add to the visual appeal of campus and also serve as an outdoor classroom for students studying environmental engineering.




The board also heard an update about a new residence hall which will be located on the west side of campus, near the current intersection of Whitney Avenue and University Drive. This residence hall will combine an innovation space along with more than 300 residential spaces and has an estimated $30 million cost, which will be funded through student rental income. The initial timeline for the project has construction starting early in 2022, with completion during summer 2023. The hall would be open to residents starting that fall.

A couple more updates to campus construction projects.

The new student fitness center is open and busy. The old fitness center is being used for PE classes and as a conditioning center for the athletics department.




The new laboratory sciences building is almost finished. Part is already in use. It's built on a former commuter parking lot; a large lawn is being planted over what's left of the old parking lot.

Some campus updates.

The new science building is open and is a nice addition to the campus. It's certainly more attractive and more conducive to a collegiate environment than the commuter parking lot it replaced.




A rendering was published in the Herald-Citizen of the new residence hall which will be built close to Willow Avenue where old married student housing used to be (now a large gravel parking lot). This building will be more than just dorms; it will include innovation space where residents can collaborate on projects, particularly those involving technology and engineering.

Tech is starting the planning stages of making some major changes to its road network, meaning it's going to get rid of some roads through campus and make them pedestrian paths, while other roads will go on a "diet" with fewer vehicle lanes but wider sidewalks and medians.

Vice President for Facilities and Business Services Chuck Roberts said the goal is to improve campus for pedestrians and mitigate construction damage. Roberts said the work will be done in phases and has an 18 month projection for construction.

“We think definitely Peachtree Avenue is going to be the first one,” Roberts said. “Then they’ll start transitioning over to University Drive, and just try and keep the traffic flow going without as much impact. So we’ll have to keep a look at that.”

Roberts said vehicle traffic in the heart of campus has been deemed unnecessary, and the school wants to create more walkways for students.

“On Peachtree we’re going to be cutting a little bit of that off,” Roberts said. “And making that a pedestrian way, but access routes for emergency vehicles. So basically from Wings Up Way, all the way up to the library you’re going to have a walking path, a large walking path.”

I got to take a tour of the new Laboratory Sciences building at Tech. It's a very impressive facility and is a much needed addition to the TTU campus. There's 106 miles of data cable and 180 miles of electrical wiring in that building. It's also a much, much more attractive use of land than the gigantic surface parking lot it replaced.
