Starting July 1, grocery stores in Tennessee will be allowed to legally sell wine. It looks like only Cookeville and Crossville will have wine in grocery stores among the 14-county Upper Cumberland region. I think the stipulation was that only cities that allow liquor by the drink could have wine in grocery stores which would explain why the Walmart in Algood won't have wine.

Here are the stores that will have wine:

Cookeville
Food Lion (both locations)
Kroger
Sam's Club
Walmart

Crossville
Food City (Crossville and Fairfield Glade)
Kroger
Walmart

Most likely it was local referendums not approved....

Also...

"There will be some stores that do not get permission to sell wine until 2017," said Rob Ikard, president of the Tennessee Grocers and Convenience Store Association.
The statue that was passed requires grocery stores within 500 feet of a liquor store to get written permission to sell wine or the liquor store can deny permission until July 1, 2017.

Any municipality that sold liquor by the drink or by package could have had a local referendum... it required petitions to the local election commission with as many valid signatures as would equal 10 percent of their residents who voted in the last gubernatorial election for inclusion on the then November ballot.

All 78 local referendums in the state passed.

Those cities that then had packaged liquor in the Upper Cumberland, Gainesboro, Celina, Baxter, Woodbury and Spencer along with McMinnville, which allowed liquor by the drink, failed to get the referendum on the ballot.

As well, if a liquor store denies a grocer the ability to sell wine as of July 1, 2016, then that liquor store will not be allowed to sell items other than liquor or wine such as beer, cigarettes, ice, mixers and more.

Aldi hopes to start selling wine at its Cookeville location in the next few weeks. Allowing the sale of wine in grocery stores in Baxter will be on the ballot in Baxter in November.

Northside IGA now has a small section of wine. It's the first example I've seen of a grocer getting permission to be able to sell wine from its neighbor liquor store (per the statute). Of course, I'm sure this isn't the only such example. As mentioned earlier, if permission is not granted by a liquor store neighbor in such proximity, then that liquor store would not be able to sell beer and other items.

Aldi is now selling wine. Looks pretty inexpensive, too.
