Hello,
I was looking at the unemployment figures for Portland and I noticed that they were above average: 6.1% compared to 4.4% for TX. But then at the bottom of the page it said, Portland compared to TX state average: Unemployed percentage significantly below state average. Can someone please explain this discrepancy?

There was a large industrial plant that recently closed there. That along with the closing of a nearby naval base results in the lagging unemployment rate. Property values are plummeting in Portland. Ironically it is because the community will be flooded for the next five years by transit construction workers building the new Exxon-Saudi Arabia refinery right on Portland's edge.
