Portland is the best spot in the Coastal Bend. I loved it when I lived in the CB, and will definitely be back there when I get near retirement age.

Portland has quite bit of violent crime and is basically a bedroom community of little interest. It has little community - no real town square and is sprawled all over.

Port Aransas although touristy does have some community - Rockport has a lot and some great oceanfront on the intracoastal.

For what you want Rockport. Port A being mostly near bay and gulf fishing doesn't have great flats fishing. For that you need to be around Rockport or South of the Naval Base in Corpus Christi in the Laguna Madre.
