I think I read that the captain is up before some tribunal which will determine if he will face charges for the deaths and for deserting his ship.

That may have been from the BBC or Guardian or Economist.

A key question is how much of the blame should Schettino bear alone and how much responsibility for the disaster lies with his crew and employer, Costa Crociere, a division of the Miami-based Carnival Corp.

Schettino had diverted the ship before in such a manner. It had to be in the ship's log. The companies that employ him, therefore, knew he was doing this.
