There certainly has to be more to this story than he slapped a woman's behind.

Back in the day this would have warranted a stern talking to by the police chief. Things must be pretty slow in Kingsport TN if they have time for an arrest and prosecution.

I'd love more information, like the age of the "victim" and if they have a previous history.
This is actually a high crime town. There is a lot of drug dealing that never gets adequately prosecuted and is just winked and nodded at. Yet for abuse of your grandmother leading to her demise, you only get a three and a half year term.

Too many people enjoy that sort of thing nowadays for it to reliably be considered a punishment. I like the way you're thinking though.

They probably have one of those wonderful "zero tolerance" policies that equate to "zero common sense."

If people read it, it sounds like the kid is a repeat offender, as the police were able to "Promptly identify the man due to previous contact with the suspect" just based on the victims description.

[quote]Patton reports that another detective was able to "promptly" identify the man as Frankie David Shelley, 18, of 566 Dale St. — "due to previous contact with the suspect." A warrant was obtained for Shelley's arrest, charging him with sexual battery, a Class E felony.
He not only assaulted her he also stalked her and it was not the first time. We often hear that a woman had reported a man stalking her but the police could do nothing until something happened. Well in this case the police stopped something potentially bad from happening form something minor that did happen.

Stalkers who continue to stalk don't just stop at some point. This guy apparently didn't. He escalated to slapping. Next time it could have been worse.

He did the crime he does the time. He needs help sure, but he also needs to be locked up where he can't hurt the object of his obsession or anyone else. Remember, he is not the victim here.

There is either more to the story or the criminal justice system is out of control. Perhaps both, as marijuana growers seem to receive lengthier prison sentences than child molesters too.

It's possible that he was a repeat offender as ocnjgirl suggested. As usual, there might be more to the story. The important thing is that he is out of the way and can't do more harm although I have a feeling it won't be for long.

I fear he will come after this woman again and it will be more that just "a slap on the butt." How many times will people laugh off things like this until it becomes too late and the offender commits a more serious crime?
Question: Would you feel the same if a woman did the same? Hell I doubt a woman putting her hand down a guys pants and messing with his balls would get her a felony.

Dumb kid, but a felony? Really. Too harsh IMO, maybe a zillion hours community service.
