I have no idea what an effective punishment/treatment might be for a school-aged bully. For one thing, they tend not to respect much of anything other than force, and you can't do much to them physically due to their age. Unfortunately that basically means that society has to put up with them until they're adults, and they finally pick on the wrong person who gives them what they deserve. For most of the teen-aged bullies out there counseling, detention, expulsion from school, etc., just doesn't faze them much. The op link is good example of that.

I don't have much money, but Id be happy to throw the school's football team a pizza party..
He needs to be removed from that school pronto and put in an alternative school for troubled kids. Unfortunately they wont do much of anything except talk and maybe a few days suspension.
