It's easy to brush off something when the words are directed at someone else.
It seems to me that this is not really a free speech issue. Twitter is a private network, not a public place, so they could prohibit any kind of speech they chose, including this sort of thing. Of course, they don't and, as everyone knows, Twitter is a vile place, so those who don't go for that sort of thing should stay off. Does this mean we abandon this social media network to the nasty hordes? That already happened long ago. We'll see if Twitter can succeed as a business if it's basically just hosting bullying, sexual innuendo, and threats. My bet is not.
Maybe you haven't heard of a concept known as reading the article. She's talking about communicated threats.
That's why I said aside from direct threats of violence. Direct threats of violence are not speech but assault. But Judd seems angry about mocking of her.
Free speech does not mean you can say anything to anyone at any time without consequence. It never meant that, it was never intended to mean that.
In terms of the government, yes it does you mean you say anything to anyone as long as it is not a direct threat of violence or you bearing false witness against another. Other than that any issue is a civil issue (possible defamation). Not criminal.
