Actually throughout history it mostly has been. In many times and cultures you could even kill them without repercussions. You are correct that it is no longer acceptable in many 1st world nations, but for the most part spanking, which is not beating, still is. It may be frowned upon in certain circles, but with few exceptions it does remain legal and acceptable.
To all the gun control morons, this story is just another great example of how having more guns around makes everybody safer.
While I cannot see what the specifics were, Mr. Dukes has not surprisingly had run-ins with the law before.
(I did an arrest record search and he has two, not sure if that includes the latest shooting.)
As such, it's probably a safe bet that his gun was not legal.
Just wondering. What comes first in this situation? Being a "moron" which could result in what we know now or having a gun and somehow becoming a "moron"? (as a result of other ingredients such as alcohol, attitude, mental state at the moment, personality, etc.)
