I think she SHOULD be charged. Reading that article she was alone with her sister and didnt call for help? She had the opportunity to save herself and her sister by simply calling for help. She didn't. her sister died.
Abused people, particularly those who have been abused for years, do not act rationally. Ever hear of Stockholm Syndrome? They'll even go as far as defending those who abused them.

Honestly, I feel like they are only charging her as a bargaining chip to get her to give as much information as possible to convict the mother and step father. No jury would ever convict this girl based on the facts that have been reported.

I agree, I think it IS a case of stockholm syndrome. She wouldn't have been so terrified of calling to get help for herself, her little sister, or her new baby otherwise.
Remember Jaycee Dugard. She was talking to people alone, people who came to their home to buy printing or whatever it was her captor was in the business of. She was unable to get her or her kids out. Stockholm Syndrome is real.
