An idling truck left untended sitting RUNNING without both parking and trailer spring brakes engaged? In what universe does that not warrant a citation. I can see a dog inadvertently pushing in one spring brake release button on the dash, but both?
A reasonably current Freightliner and If an AutoShift gen II a simple nudge by a dogs nose or foot against the shifter or up arrow would put the thing in gear.
Guy should be sanctioned for breaking any number of CDL requirements of leaving a truck unattended under a number of conditions not met.
