You didn't even bother to read the quoted excerpt in the OP did you? She found him sleeping and beat the tar out of him. She was drunk, stoned and bi-polar and a female thug. The poor homeless guy probably didn't stand a chance.
The 38 years probably wasn't just because it was vigilante, it was because how the murder was carried out, the brutality of it. The victim suffered probably for hours before his death, and that is why it was treated with such a long sentence. Had it been quick, I doubt it would have tallied in 38.

She had been previously incarcerated for stabbing a boyfriend. Girlfriends got serious issues. Society is better off without her in it.
There are many on this forum itself who think they do not need to call police and can handle things on their own. Maybe they should learn a few things from this.
