I believe that would be only a regional threat to SKorea if true, but that's bad enough ...... we're obligated to help SKorea if it is attacked, and that could lead to something very bad. Submarines would be much harder to defend against than land missiles, which can be seen as they prepare to launch. Their bombs are smallish but completely under the control of a man who once had his uncle eaten alive by dogs, and who recently executed one of his former friends for nodding off during one of his speeches.

..... Even so, if North Korea can develop and deploy missiles fired from submarines — as it claims — it's particularly worrisome. That's because it gives the North Korean military both range and secrecy to attack that it didn't have before.

"They're making steady progress on the scientific front and at some point, if you listen to our Chinese colleagues, they're quite alarmed, not just by North Korea having a nuclear capability but the ability to deliver by missile," Cathcart says. The N. Korean submarines are so noisy, detection is no issue for the USA. A fast attack Virginia class sub could dispatch it in very short order. They wouldn't know what hit them.

It's a joke being played, especially firing a missle from under water.
They are so far behind as is China.
