When Joaquin "El Chapo" Guzman was arrested in 2014, he told Mexican officials that he was responsible for 2000 to 3000 murders.

Mexico does not have the death penalty. If they capture him again, after he's killed thousands of people and escaped from prison twice, how can they not execute him? What argument would anti-death penalty advocates give for keeping him alive?

Executing him would be against the law.

Mexico won't extradite him because they are afraid that American DEA will find out from him just how corrupt and complicit the Federal government is in the drug trade. The U.S. will be pushing hard for extradition if they can catch him.

In theory, Mexico had the death penalty until 2005, although it hadn't been used since 1961. However, there's no reason they couldn't go back to it. They've proven that there is no such thing as life imprisonment for this guy and his list of murders is certainly high enough to entertain the idea.

What purpose is there for sparing him if they catch him again?

Not sure what the argument is here. Judging from the elaborateness of the escape I doubt that the death penalty would have mattered in the least bit. A man with his money, power and connections would have escaped from anywhere they would have held him.

Just because the US takes twenty years to execute somebody doesn't mean other countries need to follow suit. It's not like we're wondering if he's actually guilty or not.
