Judging from the picture, and thinking that if you don't know much about dog breeds, the story isn't all that unbelievable. If you bought a Newfoundland you wouldn't be all that surprised that they hit 100lbs in two years... but I think after they started sitting upright that I would be a bit concerned.
More likely he bought some exotic pets, came to regret it ( too much work / too dangerous) , and invented a story to avoid punishment.
This is more what I was thinking.
Besides, bears are omnivores and eat mostly fruits, whereas dogs are fully carnivorous. I highly doubt he was able to healthily raise bear cubs for two years with nothing but dog food and meat.

I've known many dogs that like veggies, especially carrots.

Those Cubs do not resemble dogs. It is obvious with a quick look at their paws. One would have to be extremely vision impaired or a rube to believe a black bear cub is a dog.
