One of my friend's dad's is a retired police officer and his beat was all the worst parts of LA. He retired not long ago. He managed not to draw his weapon often in his career. He was excellent at escalating situation. So yeah, it is possible, unfortunately we have decided to let law enforcement have free reign these days and made it permissible for officers to discharge their weapons in basically any circumstance. The collateral damage is horrible.
Most law enforcement officers go through their entire careers without drawing their weapon. I just spoke to a guy who retired after 30 years....never drew his weapon.
Here's the difference. If I'm in my garage and I turn around and someone is running away with one of my tools, I'm not going to shoot. Now, if I'm in my garage and I turn around and someone is walking up on me into my private property telling me that they're going to rob me, I might just shoot them.
Start telling the criminals that my things aren't worth their lives.
It depends on where you are. In Oklahoma a man robbed a convenience store, ran out the door, across a highway and started across a field. In the mean time, the owner got out his rifle with a scope, stepped out the front door of his store, shot the robber in the back of the head from 100 yards plus.
No charges were filed and the store owner was commended for his actions.
No, it's not. But disrespecting a police officer is. It's an instant execution, with no trial.
The police are reporting a struggle inside the dealership.

Heck, even this middle aged white lady knows not to get crunk with the police or I'm liable to get shot. Hey, for that matter, I know not to get crunk with anyone who has me outgunned. One of my personal rules in life is "Don't get in a disagreement with someone who is prepared to be more ruthless than I am."
Message to black males, if you are unarmed (or even if you are), don't attack a cop with a gun after you committed a crime unless you want to meet your maker...okay?
Actually that message could apply to anyone of any color. Hey - don't commit violent crimes, act erratically, and then struggle with the police officers who are trying to take you into custody, or (newsflash) you just might get shot.
Let's broaden this a bit. How 'bout this rule of thumb: Don't commit crimes.
Or this one: Don't come to a gun fight with a knife (or less).

Cops lie all the time. The word of a cop means nothing. They shot him in 1.3 seconds after they first spotted him. From the cops own words on the radio.
