I'm talking about an iPhone 6 Plus, not the $20 flip phones that they give away.
Free phone programs have many avenues of access to phones. The phones that users donate when they upgrade are one source for example. And if all you are talking about here is iPhone 6 Plus units, let me be the first to inform you that it would be surprising if 1 in 10,000 homeless persons had that particular model.
There are so many possible answers but what difference does it make in your life? You will still have a home to go to at the end of the day and a hot shower. His cell phone is probably connected to the wifi at starbucks and has no phone service. Be greatful for what you have and let others live their lives.
Should he keep the phone rather than feed his family if this was the case?
How do you know he doesn't try to? You never really understand a person's reason for being on the street? Maybe they want nothing to do with family? Or they refuse help? Maybe it's drugs? Who knows.
That family member could have given them the phone as sort of a "listen, just please keep this with you so that we can keep tabs on you sort of thing".
Then again, what's to stop the person from selling it?
