No, the NSA (National Security Agency) has nothing to do with 09/11 or immigration/border control,and was in existence since the 1950s. They do spy satellites and things like that. You must mean the TSA which was created with the Department of Homeland Security after 9-11.
you are correct, as an organization it was founded during truman, exclusively for foreign intelligence and counterintelligence purposes.
i refer to the timeline of domestic spying. this has everything to do with 9/11. the actual name of such organization is restricted and top secret, and falls into the jurisdication of the "NSA", but is wholly independent.
In the aftermath of the September 11 attacks, the NSA created new IT systems to deal with the flood of information from new technologies like the internet and cellphones. ThinThread contained advanced data mining capabilities. It also had a 'privacy mechanism'; surveillance was stored encrypted; decryption required a warrant. The research done under this program may have contributed to the technology used in later systems.

Totalitarian governments throughout history have restricted the travel of their citizens. The Republicans would live to implant everyone with GPS chips that could be scanned for birth, employment and criminal records. Some states have already tried making it mandatory to carry citizenship papers everywhere, which the SOTUS declared unconstitutional, so now they just require a birth certificate or citizenship papers to get a driver's license. It always has been, of course, a crime not to provide identification when requested by a police officer. There's your travel papers. Done deal.
He wants to track visitors. That way they won't become immigrants, which is what is happening so often now.

They also can walk into any ER with any illness or injury, minor or not, and get treated for free. In many areas, ERs are filled with illegal immigrants (or others without insurance) with illnesses like strep throat, clogging up the hospital and its resources. Their kids can get free lunches at school. They or their kids may be eligible for a free college education soon or some day (thanks Obama). They tend to commit a lot of violent crimes in the border states where they are most prevalent.

the united states remains a democracy because laws do get changed.. but many laws are broken for years and even decades prior to becoming a new set of laws, esp in areas involving uninalienable human rights. our nation's laws are ALWAYS in flux.

Maybe our ire should be directed at the people who exploit them for pennies on the dollar. That negatively impacts both the immigrant and the American born worker. But the problem with that approach is it makes too much sense.

It's a nice idea, but how are they actually going to do it? The immigrants don't want to be watched because they're usually trying to do different levels of illegal activities.
I don't see it working in the real world.
I'm a Green Card holder (an actual immigrant), more law-abiding than most, and I don't want a tracking device because, frankly, I moved to the US and not East Germany. Tourists will stay away in droves, that's for sure.
