If someone is illegally here a republican would just deport him, why put a device on them? Or is the U.S. gonna leave those devices on those people when they are returned to...Mexico so the US can track those people next time they cross the border illegally? The devices are for those who enter the country legally and decide to overstay their visas (40% of the illegal population)
