I don't understand the problem. I thought that women's restrooms have stalls with doors only? So what difference does it make if there's a guy in there? Do women walk naked out of the stalls to the sink?
It always struck me as a mental barrier. It would be totally possible to affix a unisex symbol on women's restrooms and the problem is solved.
Logically, the reverse (woman in a men's restroom) has the potential for discomfort as men's restrooms usually have urinals with varying degrees of privacy (or no privacy) so it's possible to oogle at a stranger's penis.
In general this whole controversy is silly. Transgender people aren't perverts who are out to get a glimpse of your naughty bits in the restroom. They just want to do their business. And there are F to M transgender who look like a stereotypical truck driver complete with full beard and tattoos.
They gave this person the option of using their own bathroom, but they refused. Apparently, it's about the "agenda".
If you have boy parts you are a boy. Plain and simple, with regards to restrooms.

Just make one of the private bathrooms gender neutral. It's clear that the transgender kid is not going to be treated with dignity in either the male or female locker rooms.
