Yunnan is a far and remote province of China where education and other services are not very developed. In such a situation, the population policy has to be very strict because there is no excess resources. The couple knows the consequence of violating the One Child policy, but they still went ahead. Hopefully they will simply be fined severely. China has more than 1.4 billion people living off just 14% of the world's arable land. While the Eastern parts of China has become quite well off in recent decades, much of the interior, which includes Yunnan, is still quite primitive.
If you don't want to have an abortion, don't get pregnant. She knew the policy ahead of time.
