Here's a good one for you, I personally know of a teacher who allowed her students to use the computers in the lab to view porn and other objectionable content along with being a very,very poor teacher in general.
When confronted by a parent her answer to it was (laughing) "so what, nothing can happen to me, I've got tenure, I'm just biding my time until retirement".
THAT is what some/many administrations tolerate.
I should add that this is a 5th grade teacher I'm talking about.
Administrators have no need in tolerating that.
It's called criminal neglect- and parents and the school district can place criminal charges forcing the teacher out of license and out of the classroom- so long as there is some proof.
Was this done?
Tenure does not give you the right to not do your job, and any union can defend such a person if they so choose- but the law will ultimately decide.

I would like to add that this story is not believable. Teachers get fired for way less than this, and these teachers have tenure. Tenure does not stop someone from being fired if they commit an offense like the one you named.
Sick of teachers and their sob stories and desire to be put on some throne. This has been going on forever. Go find another vocation and quit harping on something that you knew about going in.
The teachers didnt do something wrong. Society/politicians did something wrong by deciding that the work of burger flippers should be worth as much as the educators of our kids.
Then that is THEM to blame. Those politicians and society also need to raise teachers' pay if this offends folks so much. Otherwise, teaching has unfortunately been one of those jobs where it never really paid enough for all the bullocks they had to put up with.

I am sure it varies state to state, but I can tell you that in my state tenure is laughable. It affords you a written appeal in the case of disciplinary action, as well as an opportunity to defend yourself before a committee if you do something wrong, but there are numerous ways to circumvent tenure and I have seen various individuals released from their contracts for something as petty as the principal disliking them.
The untouchable teacher armored in tenure is a myth through and through.

We are only talking about the people who educated our youth and help lay the foundation for subsequent human progress. Teachers are worth a goldmine, yet are paid pennies compared to individuals with comparable levels of education and skill. Wow, a responsible person would have documented this and reported it to the superintendent and the police. Your lack of action reflects poorly on you.
Unless of course, this is just a story, like it sounds.
So a few sensational stories and all workers in a union are bad apples? How often do you hear about the union going to bat for an employee who was wrongly accused of something and the higher-ups later had to retract? Never because although it happens quite frequently, these don't make for the narrative that the media and others want to push.
There is definitely an anti-worker trend in this country and it's fueled in part by this only partially accurate idea that unions do nothing but protect bad workers. Of course there is room for improving unions and that is something leaders need to be more vigilant about. But to use a few stories to paint unions as a whole and all members as lazy and/or incompetent is unfair.
I think you read more into what I said than what I actually said. Let me be clear, it's not anti-worker or anti-teacher, it IS anti-union. There once was a time where unions were certainly, with out a doubt needed. Unfortunately, many got way too big for their britches and started believing their own press and their invincibility.

It was brought to the attention of the principal and she was brought before the board where she got a stern warning and moved to lower grade children.

Maybe where you're from. Try to fire a teacher in let's say, California or in other states with very small districts that have a hard time filling positions. The towns we lived in I have witnessed several teachers who should've been terminated or at a minimum suspended for quite a while and all they got was "a talking to".
One 6th grade teacher would openly denigrate parents of kids (to the kids themselves IN CLASS) because the father happened to be a logger and/or a hunter as he was a big time "environmentalist" and thought it offensive. He'd actually go so far as to lower the grades of said kids.

What does reporting to the school or police do? The elementary teacher at Miramonte in California had complaints lodged against him for 25 years. A quarter-century. Still no disciplinary charges, no fines, no firing. He was allowed to feed a classroom of blindfolded children his semen and the district still had to pay HIM $40,000 to drop the appeal of his firing (filed by that union lawyer!).
I can't believe the excuses in this thread! Your teacher is bad? Your fault for being a bad parent! Your teacher does something illegal? Your fault for not being Batman.
