Jamaica probably has a pretty good argument.

As I recall Britain paid out billions in reparations to the slave owners when slavery was abolished. So why not pay the folks who were actually enslaved?

Their "reparations" came in the form of functional institutions, which they have apparently since left to rot.

How about because none of the people living in Jamaica right now were enslaved by the UK?
