The article did not say they allowed teens to participate in sex acts. But 18 and 19 is still a teen, and I would personally see not one thing wrong with that.
So, maybe the "strippers and prostitutes" were just there as a kind of "living catalogue" of possibilities … ??? … a real life "menu" of available delicacies … ???
(After all, even if you're "on a diet," you may still enjoy perusing the menu … ???)

What are you talking about?? You actually think the residents who didn't participate sat there and watched those who did?? Pretty sure it would have been held in a private area.
Also, doesn't your analogy above apply to every "Nice Guy" in the world who can't get a date who is sitting in a strip club right now stuffing dollars into the G-string of a girl he's never going to be allowed to touch?
Unless all residents are mentally incapacitated in some way and unable to make rational decisions for themselves, then what's the problem?
LOL … PLENTY of supposedly mentally intact normal adults seem to be frequently "unable to make rational decisions for themselves" in the realm of sex …
think:
William Jefferson "Slick Willie" Clinton; Mark Sanford; Anthony Weiner; Julian Assange; Dominique Strauss Kahn; Elliot Spitzer; David Petraeus; et al.

Well, yes, but that is all a choice. I would call most of those people scumbags.
For every male "scumbag" (say, Mark Sanford), there is a Maria Belen Chapur who is willing -- EAGER -- to get way down and dirty along with him …
*shrug* …
It's a human thing … (think: Joseph and Potiphar's wife; David and Bathsheba; et al.)
Right, but in some cases (this goes mostly for not famous, not powerful men who don't have the world paying attention to them or their marriages) the "mistress" doesn't even know she's a mistress. There are plenty of cases where men lead double lives, deluding TWO women into thinking they're the only one in his life. Or a man starts a relationship with a woman who doesn't even know he's married or dating someone. This has happened to women I know. And both women are devastated, and angry, when they find out the truth. But of course there are also cases where the mistress knows exactly what is going on, and is just as culpable in destroying a marriage as he is.
But this is another topic. I am in general agreement with you, though, I think.

Yes...who was the guy who tried to pick another guy up in an airport bathroom, wasn't he a senator or something?

She was very young herself, and in her eyes he was a rock star. I don't blame her or think less of her in the slightest for this. Most young girls in that position would be star struck. I hate that she was so villified for this.
