Not that I disagree, but I think you (and others) would be hard-pressed to enunciate a policy that would have a high probability of producing a different result.

Attacking a hostage situation where there is a potential dozen of assailants armed with rifles cannot be well engaged by patrol men armed with sidearms. Patrolmen need carbines, they dont here in Boston and it looks like they dont have Paris either.
