According to San Antonio Police Department the case unfolded after three officers were pursuing a suspect in the 10600 block of Westover Hills Boulevard in May 2014.
But instead of locating the suspect the police spotted Carlos - who has no criminal record - and was using his phone to take pictures of his wife's medical practice.
The cops accosted Carlos and beat him 50 times, even though he complied and did not fight back, he alleges.

Last week, he was transported to a Houston rehabilitation hospital for further treatment. On Friday he underwent surgery to relieve pressure on his spine.
Since the surgery, he has lost the ability to move his wrists and doctors are concerned it could lead to him having trouble breathing.
Doctors have informed his wife - Ronnie Carlos - that he is now paralyzed from the waist down.

Meanwhile, all three police officers have been slapped with a 15-day suspension as punishment. But San Antonio Police Chief William McManus later shortened each of the suspensions to just five days.
The cops used accrued leave time instead of serving their suspensions.
These clowns thought they had the right guy, so they dished out a little punishment for making them run after him, to teach him a lesson. Only they found out it wasn't the right guy, so they all hide behind their badges and the cops in charge swept it under the rug thinking the guy just caught a little beating and would be fine in a few weeks.
Tax payers of San Antonio are about to set this family up for life.
How does not being able to move your wrists end up being diagnosed as paralyzed from the waste down. Also, they mention a herniated disc as being the culprit. I'm no spine doctor, but there seems to be two different symptoms going on here, both which will equal lawsuit and a big payout for the plaintiff. The only winners here will be the ambulance chasers like always.

He is paralyzed from the waist down and ALSO he his having trouble in his arms and doctors are concerned about him breathing. In other words the doctors are worried that his paralyzed from the waist down might become neck down.
I'm not usually a proponent of an eye for an eye, but if his paralysis is permanent, I'd like to see the same happen to the perps...oh wait, this is C-D...the thug cops that did it.
If true...
Go to prison
Lose job
Be personally liable
