Don't make excuses for her. No one needs to learn "parenting skills" at any age to tell them you don't punch a two year old in the stomach for not eating noodles or for any other reason. Anyone who doesn't know that shouldn't be having kids in the first place.
Actually there IS something that you can do! It's called Project Prevention, and it pays people who are addicts to get on long term birth control (think implant) or to get sterilized.

and people are worried about the police? Sounds like the vast majority of people in Chicago are nuts and violent. Almost makes LA seem like a model city, although I'll stick with PDX.
